Suspect Arrested for Felon in Possession of a Firearm.
On November 24th, 2024, at 1:04 am, Central Marin Police Authority (CMPA) was dispatched to the parking garage of the 100 block of Tamal Vista Boulevard, Corte Madera, about a suspicious vehicle with two persons prowling about. The reporting party was the complex’s remote surveillance outfit monitoring a live feed and relayed that the two were observed going through residents’ property and objects in the garage. CMPA officers arrived on the scene and contacted the two subjects, interrupting the male attempting to load a bicycle in the bed of their pickup truck, which was affixed with paper obstructing the rear license plate. The front license plate was modified with paint or marker. CMPA officers knew this complex to be a high-crime area for bike thefts and auto burglaries. They detained both parties for reasonable suspicion that they were involved in criminal activity.
Jeremy Cecil (44) from Fresno was on parole through the California Department of Corrections and Rehabilitation (CDCR), and the truck was registered to him. Cecil was accompanied by Julie Bascue (46) from Clovis. A subsequent parole search of Cecil’s vehicle yielded a replica BB firearm and an actual firearm, a loaded .380 pistol. Cecil was arrested for being a felon in possession of a firearm, being a person prohibited from possession of ammunition, parole violation, and prowling. CMPA officers seized the firearm and replica firearm as evidence.
During the investigation, Bascue stated she had drug paraphernalia in her possession, which led to a probable cause search and discovery of a device used to smoke a controlled substance. Bascue was arrested and issued a citation at the scene for possessing drug paraphernalia.
Because Cecil could not provide satisfactory evidence of ownership of the bicycle, it was taken as evidence for observation.
