Narrative:
 
'Tis the season for holiday shopping—and unfortunately, holiday theft. Over the weekend, the Ventura County Organized Retail Theft Task Force, in collaboration with multiple allied agencies, conducted a "Black Friday" blitz operation at the Camarillo Premium Outlets. The operation led to the arrest of 20 adults and three juveniles. Authorities recovered approximately $9,000 in stolen merchandise, along with methamphetamine and burglary tools used in the thefts.
The arrests made during the Black Friday blitz operation include the following:
Juan Arbaiza was arrested and booked at the Pre-Trial Detention Facility for misdemeanor retail theft. Arbaiza was cited and released from county jail and is due back in court on 02/04/25.
Adamyan Hayk was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of retail theft and one felony count of conspiracy to commit a crime. Hayk posted $20,000 bail and is due back in court on 12/13/25.  
Vahram Arshakyan was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of retail theft. Arshakyan posted $20,000 bail and is due back in court on 12/13/24.     
Jesus Edgar Rodriguez Lopez was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of retail theft, one felony count of conspiracy to commit a crime, one misdemeanor count for possession of stolen property and one felony count of child endangerment. Rodriguez Lopez posted $25,000 bail and is due back in court on 12/13/24.
Blanca Maribel Rodriguez Barrios was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of retail theft, one felony count of conspiracy to commit a crime, one misdemeanor count for possession of stolen property and one felony count of child endangerment. Rodriguez Barrios posted $25,000 bail and is due back in court on 12/13/24.
Lopez’s and Barrios’ felony child endangerment charges stemmed from their involvement of their 1-month-old baby in the commission of their crimes, exposing the infant to significant risk of harm.
Arsen Dilanian was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of retail theft. Dilanian was cited and released from county jail and is due back in court on 02/05/25.
David Murillo was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of retail theft.  Murillo was cited and released from county jail and is due back in court on 02/04/25.
Martha Vega Zamora was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of retail theft and one felony count of conspiracy to commit a crime. Zamora posted $25,000 bail and is due back in court on 12/13/24.
Edelyn Rodriguez Vega was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of retail theft and one felony count of conspiracy to commit a crime. Rodriguez Vega posted $25,000 bail and is due back in court on 12/13/24.
Carson Nye was arrested for one misdemeanor count of retail theft and issued a citation to appear in court on 01/13/25.
Dean Hardy was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of retail theft, one misdemeanor count of possession of controlled substance and one misdemeanor count of possession of drug paraphernalia. Hardy is currently still in custody and is due in court on 12/03/24.
Sherzodbeck Sulaimanov was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of retail theft and one misdemeanor count of possession of stolen property. Sulaimanov was cited and released from county jail and is due back in court on 02/05/25.
Jenny Aguilar was arrested and booked at the Pre-Trial Detention Facility for one felony count of grand theft, one felony count of conspiracy to commit a crime and one misdemeanor count of possession of stolen property. Aguilar is currently still in custody on $20,000 bail and is due back in court on 12/03/25.  
Esteban Guiraldo was arrested and booked at the Pre-Trial Detention Facility for one felony count of grand theft, one felony count of conspiracy to commit a crime, one misdemeanor count of possession of stolen property. Guiraldo is currently still in custody on $20,000 bail and is due back in court on 01/03/25. 
Liliana Diaz was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of petty theft and one felony count of conspiracy to commit theft. Diaz is currently still in custody on $20,000 bail and is due back in court on 01/03/24.
Laury Gonzalez Cuevas was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of petty theft and one felony of conspiracy to commit theft. Cuevas posted $8,000 bail and is due back in court on 12/16/24.
Lorena Buitrago Cuevas was arrested and booked at the Pre-Trial Detention Facility for one misdemeanor count of petty theft and one felony count of conspiracy to commit theft. Cuevas posted $20,000 bail and is due back in court on 12/16/25.  
Guillermo Garcia Duarte was arrested and booked at the Pre-Trial Detention Facility for one felony count of grand theft and one misdemeanor count of possession of stolen property. Garcia Duarte posted $10,000 bail and is due back in court on 12/16/24.
Lance Yaines was arrested and booked at the Pre-Trial Detention Facility for one felony count of grand theft, one felony count of conspiracy to commit a crime, and one felony count of child endangerment. Yaines posted $50,000 bail and is due back in court on 12/16/24.
Crystal Ghourgoian was arrested and booked at the Pre-Trial Detention Facility for one felony count of grand theft, one felony count of conspiracy to commit a crime, and one felony count of child endangerment. Ghourgoian posted $50,000 bail and is due back in court on 12/16/24.
Yaines’ and Ghourgoian’s felony child endangerment charges stemmed from their involvement of their 8-year old child in the commission of their crimes, exposing the child to significant risk of harm.
A male juvenile was cited for one misdemeanor count of shoplifting and released to a family member.

A blitz operation is a saturation of resources and law enforcement personnel concentrated on multiple retail establishments to combat retail theft.  This three-day Black Friday weekend event was a collaboration between law enforcement, Outlet retailers and the Outlet’s security personnel.
The task force welcomes retailers who are experiencing significant retail theft and want to participate in similar blitz operations to call their main line at (805) 383-8703.
The Ventura County Organized Retail Theft Task Force was formed after the Sheriff’s Office was awarded grant funding under the California Retail Theft Prevention Grant Program.  This program formalizes a coordinated effort, overseen by the Sheriff’s Office, involving all law enforcement agencies in Ventura County to prevent and combat the estimated $10 million yearly loss from organized retail theft, vehicle/vehicle parts theft and cargo theft. 
The task force is comprised of detectives from various agencies within Ventura County with the primary mission of combatting organized retail theft, vehicle/vehicle parts theft and cargo theft which impact our businesses, citizens, and communities here in Ventura County.  The task force aims to provide a safe environment for everyone while working hand in hand with retailers, law enforcement agencies and the public to identify, locate and arrest the criminals involved in these types of crimes.
