A North Hudson Sewerage Authority (NHSA) project to repair and upgrade the combined sewer infrastructure at the intersection of Henderson Street and Observer Highway will require partial road closures, detours, and parking restrictions beginning Monday, Dec. 9. The project is expected to last approximately six weeks.
The work includes replacing an existing wooden box culvert with a modern pre-cast concrete culvert structure with increased capacity and the installation of new pre-cast concrete sewer manholes.
For the duration of the project, between the hours of 8 a.m. and 8 p.m., Monday through Sunday, Newark Street/Observer Highway will be closed eastbound between Madison and Henderson Streets and westbound between Henderson and Grove Streets. Between the hours of 8 p.m. and 8 a.m., Monday through Sunday, Newark Street/Observer Highway will be closed eastbound between Grove and Henderson Streets. Westbound lanes will remain open to vehicular traffic between the hours of 8 p.m. and 8 a.m.
In addition, vehicles traveling northbound on Henderson Street from Jersey City into Hoboken will not be permitted to make a left-hand turn onto Newark Street. All traffic will be directed to make a right turn onto eastbound Observer Highway. This change will be in effect 24/7 for the duration of the project.
Hoboken and Jersey City Police Officers will be on site between 8 a.m. and 8 p.m. daily, to assist with detours, traffic control, and pedestrian safety. Detour and variable messaging signs will also be in place ahead of the closures. Temporary no-parking signs will be posted in advance of any restrictions. The Hoboken Police Department, Office of Emergency Management (OEM), and City and County engineers will be working closely with NHSA contractors to regularly assess the temporary traffic plan and will implement and communicate adjustments as needed.
