The Wilmington Police Department is sharing the below release, issued today by the Delaware Department of Justice, regarding a 135-count gang indictment, which includes charges in connection with three murders, a shooting incident and a gun arrest that took place in Wilmington.

AG Jennings announces more than 135 charges in indictment against Wilmington-area gang
Exit 4 investigation yields indictments against 10 defendants for murders and other felonies
 
Attorney General Kathy Jennings announced Tuesday that the Department of Justice has secured the indictment of 10 individuals on more than 130 criminal charges stemming from their involvement in the Wilmington-area gang Exit 4 (also known as “The Mag” and “Magboyz”). 
 
The indictment is the culmination of a years long investigation involving the Department of Justice, Wilmington Police Department, and New Castle County Police Department, with support from the Delaware State Police and the Delaware Department of Correction. 
 
“We’re looking forward to getting justice for these victims,” said Attorney General Jennings. “Criminal gangs play an outsized role in the gun violence that plagues parts of Wilmington and our surrounding communities. Exit 4 is part of a vicious criminal underground. They terrorize innocent people and fuel the cycle of violence and retribution that prosecutors, law enforcement, and social workers spend their lives working to disrupt. The investigations and indictments that bring these defendants to justice are difficult and complex – but as we have seen in other gang cases, they are critical to restoring public safety. Law enforcement is keeping up the pressure on these groups, and we continue to get results. I’m grateful for the team that led this investigation and secured this indictment.” 
 
“This indictment reflects several years of diligent investigative work, and includes charges in connection with three murders, two shooting incidents and a gun arrest in our city. Indictments like these reflect our tireless efforts to address gun violence and to hold gun offenders accountable for their actions, and also highlight the strong working relationships we have with our criminal justice partners,” said Wilmington Police Chief Wilfredo Campos. “I am proud of the continued dedication of our Criminal Investigations Division and our Cold Case Unit, and hope that these charges help bring some degree of closure and comfort to crime victims and their families involved in these cases.” 
 
“The indictment of members of the Exit 4 gang by the Attorney General’s Office is a testament to the cooperation among Delaware law enforcement agencies,” said Major Benjamin Feldmann, Acting Chief of Police for New Castle County. “Thanks to the tireless efforts of investigators, the members of the violent Exit 4 Gang are now going to have to answer for three murders of innocent victims and countless other crimes. Criminals who disregard human life have no place in our community. I commend Attorney General Jennings and her office for their exceptional work and the investigators handling this complex case. Between January 2020 and December 2024, members of Exit 4 are alleged to have committed crimes including the murder of at least three victims – Latahesia Hill, Khalil Ameer-Bey, and Kwamir Wise – and the attempted murder of several others.

Exit 4 is the latest gang indictment that DOJ and law enforcement have secured in recent years. Beginning in 2021, prosecutors pursued and secured more than 150 criminal convictions, and prison sentences in excess of three centuries, against members of the violent gang NorthPak. Prosecutors secured convictions against every defendant in the gang MGS, in addition to major prosecutions against the Wilmington area gangs Shoot To Kill, Touch Money Gang, and Only My Brothers, among others. 
 
Police and prosecutors’ work against violent gangs has been a critical plank in the State’s ongoing efforts to reduce gun violence. Jennings and law enforcement leaders announced early this year that violent crime statewide reached historic lows in 2023, including a 20% reduction in gun violence since the pandemic year of 2020 and a 50% reduction in Wilmington homicides over the same period.
