UPDATE: Downey Public Works reports that water service has been restored on 12/24 around 6 PM, and the City continues to work closely with Southern California Edison (SCE) to address the ongoing power outage caused by a failed transformer. Some areas of the city will remain without power through the night. There are non-operational traffic lights in the city, please exercise caution when driving through the affected areas.
