Traffic Stop Leads to the Arrest of Earp Man Found to be in Possession of Illegal Drug

SUSPECT(S): Ivan Lee Rasho, 38-years-old, resident of Earp

SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
At approximately 9:32 a.m., Deputy Christian Cervantes conducted a traffic stop on a blue Nissan Altima that was traveling westbound on Twentynine Palms Highway, near Lupine Avenue. The vehicle was stopped for violating California Vehicle Code 21658 -Lane weaving and straddling.
Upon contacting the driver, identified as 38-year-old Ivan Lee Rasho, Cervantes noticed Rasho holding a piece of tin foil with black residue, which is commonly associated with narcotics use.
Cervantes detained Rasho on suspicion of possessing drug paraphernalia and searched the vehicle. During the search, Cervantes discovered a baggie containing suspected methamphetamine, a glass pipe with black residue, and a used hypodermic needle.
Rasho was subsequently arrested and booked at West Valley Detention Center for violating Health & Safety Code 11395, Treatment - Mandated Felony.
