Burglary Suspect Arrested After Rooftop Standoff 
Greenbrae, CA –December 26, 2024:
On the night of December 26, 2024, at around 11:30 PM, Central Marin Police Officers responded to a report of a burglary in progress. It was reported that a man had broken the front glass window to a business in the 2100 block of Redwood Highway in Greenbrae, and made entry. Central Marin Police Officers arrived, noticed the broken glass window, and saw a discarded bicycle and backpack near the front entrance to the laundromat of the recreational vehicle park. Outside agencies, including the Marin County Sheriff’s Office and Novato Police Department, were requested to the scene as additional resources.
The responding officers established a perimeter around the building and planned to try and call the suspect or suspects out to them for a peaceful resolution. The suspect, later identified as Francisco Lugo Garcia (36-year-old male from San Rafael), had drilled out the cash/coin machine in the laundromat before escaping through the attic of the building and on to the roof. Lugo Garcia began pacing atop the roof while ignoring lawful requests to surrender. Lugo Garcia then leapt from the business’ roof to a nearby residential rooftop, and then to another as he tried to escape. Police officers and deputies continued to request he come down for the safety of all involved. Suddenly, Lugo Garcia presented what appeared to be a black semi-automatic handgun from his waistband. Lugo Garcia waived the gun around in the direction of the officers and deputies. Lugo Garcia complied with orders to drop the gun and then threw it off the roof. The gun was identified as a loaded black pellet gun void of orange safety markings.
Eventually, and after approximately twenty-five minutes of negotiations, Lugo Garcia surrendered peacefully. Lugo Garcia was taken into custody by Central Marin Police Officers. The investigation led to Lugo Garcia being charged with burglary, felony vandalism, resisting arrest, and brandishing a replica firearm. The business owners met the investigating officers to assess loss and damage, and provided security video that showed Lugo Garcia commit his crimes. Lugo Garcia was booked into the Marin County Jail.
