Argument Outside Local Restaurant Gains Attention of Others; Man and Woman Arrested on Multiple Charges

LOCATION: In-N-Out Burger 12599 Foothill Boulevard, Rancho Cucamonga
SUSPECT(S): Virginia De La Rosa, Age 27, Resident of Apple Valley
Eduardo Coliz Salcedo, Age 27, Resident Apple Valley

SUMMARY: On Wednesday, January 1, 2025, at approximately 11:04 P.M., Rancho Cucamonga deputies responded to a call for service in reference to a male and female arguing in the In-N-Out parking lot, located at 12599 Foothill Boulevard, Rancho Cucamonga.
Deputies were advised the female exited the vehicle with a small child and the male began to assault her. The female reentered the vehicle and sat in the driver seat with the child and the male got into the passenger seat. The female began to drive away. As the vehicle drove away, a single gunshot was heard.
Deputies located the vehicle not far from the scene and conducted a traffic stop. The driver was identified as Virginia De La Rosa, and the passenger was identified as Eduardo Salcedo, both residents of Apple Valley. There were two small children in the vehicle, along with a loaded handgun. The handgun did not have any serial numbers on it, classifying it as a “Ghost Gun.”
Both De La Rosa and Salcedo were arrested. De La Rosa was booked on charges of VC23152 (a)- DUI Alcohol and VC23152 (b)- DUI Alcohol/0.08 Percent. Salcedo was booked on charges of PC 246.3 (a)- Willful Discharge of a Firearm w/Gross Negligence, PC 273a (a)- Child Abuse w/ Possible Great Bodily Injury/Death, and PC 25850(a)- Carrying a Loaded Firearm. Both suspects were booked in at the West Valley Detention Center.
