Highland Man with Prior Convictions for Possession of a Controlled Substance Found with Suspected Methamphetamine

SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On Saturday, January 4, 2025, at about 4:20 p.m., deputies from the Highland Police Station conducted a traffic stop on a blue 2000 BMW 540I, which traveled at approximately 55 miles per hour in the area of Baseline Street and McKinley Avenue. The driver, and sole occupant of the vehicle, was identified as Robert Harvey Treadway. Treadway was found to be an unlicensed driver.
Treadway was detained and two clear plastic baggies containing a white crystaline substance, consistent with methamphetamine, was located in his vehicle. A records check revealed Treadway had prior convictions for possession of controlled subtance and possession of a controlled substance for sale. Treadway was arrested for the above charge and booked at Central Detention Center.
