SUSPECT(S): Kevin Jefferson, a 42-year-old resident of San Bernardino
VICTIM(S): State of California
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On January 3, 2025, Deputy Larson from the Central Station observed Kevin Jefferson violate multiple California Vehicle Codes (CVC). Larson initiated a traffic stop and contacted Jefferson. Jefferson informed Larson he was on probation. Upon a search of Jefferson's pockets, Larson located about .6 grams of suspected methamphetamine.
Deputy Larson conducted a records check and discovered Jefferson had multiple convictions for drug related offenses. Jefferson was arrested and booked into the Central Detention Center for HS 11395(c), a felony in the State of California. The San Bernardino County Probation Department placed a probation hold on Jefferson as a result of the arrest. Jefferson was booked with no-bail due to his probation status.
