NHSA upgrades continue on Newark St.; RBD 15th St. weekend work; Part of Observer Hwy. bike lane to relocate; Madison St. closure update

Rebuild By Design 15th Street closure update 

The New Jersey Department of Environmental Protection (NJDEP) Rebuild by Design project, to address flooding from major storm surge events, is expected to reopen 15th Street between Park Avenue and Bloomfield Street on Jan. 30, 2025.  

To maintain the project's construction timeline, a partial overnight closure of the intersection at Park Avenue and 15th Street is required for necessary utility work this weekend. On Saturday, Jan. 11, and Sunday, Jan. 12, lanes will be partially closed to vehicular traffic beginning at 7 p.m. Hoboken Police Officers will be on site to direct traffic, allowing for alternating travel in each direction. The roadway will fully reopen by 7 a.m. following each overnight closure.

NHSA sewer upgrades continue on Newark Street 

The North Hudson Sewerage Authority (NHSA) project to repair and upgrade the combined sewer infrastructure at the intersection of Henderson Street and Observer Highway will be transitioning work-related closures, as the project advances ahead of schedule. The project will replace existing underground infrastructure that is in poor condition to ensure reliable service and prevent future disruptions. 

On Monday, Jan 13, at approximately 5 p.m., Observer Highway will re-open in both directions, between Henderson and Madison Streets.

Beginning Tuesday, Jan. 14, at approximately 8 a.m., westbound Newark Street will be closed between Adams and Jefferson Streets. Eastbound Newark Street will be closed between Madison and Jefferson Streets. These closures will be in effect 24/7 for the duration of the project, which is anticipated to last approximately six weeks.  

Detour and variable messaging signs will be in place ahead of the closures. Temporary no-parking signs will be posted in advance of any restrictions. Hoboken Police Officers will be on site between 8 a.m. and 8 p.m. daily, to assist with detours, traffic control, and pedestrian safety. 

Changes to Madison Street Improvements project traffic plan; Citi Bike location to be relocated  

The City of Hoboken and North Hudson Sewerage Authority (NHSA) have made changes to the NHSA’s Madison Street Improvements project traffic management plan to help improve circulation during the ongoing construction to mitigate flooding caused by more severe and frequent rainfall flooding events. 

As a result of community input, beginning Monday, Jan. 13, the City will place a messaging sign on Madison Street between Second and Third Streets, encouraging drivers to use alternate routes prior to arriving at the detour. Hoboken Police officers will be positioned in additional locations to assist with traffic flow and pedestrian safety.  

To further mitigate traffic impacts of this project, beginning at 8 a.m., Tuesday, Jan 14, traffic on 11th Street will be temporarily reversed from eastbound to westbound between Jefferson and Monroe Streets.  

Due to changes in the traffic plan, the Citi Bike Docking Station at Madison Street and 10th Street will be moved to the northeast corner of Monroe and 10th Streets. The docking station will stay at that location until approximately the end of April.  

Temporary No Parking Signs will be posted on parts of the east side of Monroe Street during the relocation.

Bike lanes to relocate on Observer Highway between Washington and Bloomfield Streets for Hoboken Connect project construction 

Work on the Hoboken Connect project, which will revitalize the Hoboken Terminal, rehabilitate Hudson Place into a pedestrian and retail plaza, and create a European style market, office building, commercial space, and residential units, will require the temporary relocation of bike lanes and a temporary closure of part of the sidewalk on Observer Highway beginning Tuesday, Jan. 14.  

Bike lanes will be moved from the south curbside of Observer Highway between Bloomfield Street and Washington Street to the north curbside of the same block. The sidewalk and bike lanes along the south curbside of Observer Highway between Bloomfield Street and Washington Street will be closed to pedestrians. Pedestrians will be directed to the northern sidewalk for the duration of the closure. These changes are expected to be in place for approximately 28 months.  

Please note, New Jersey Transit bus stops have been temporarily relocated on both sides of Observer Highway at Washington Street and are now positioned on Observer Highway at Bloomfield Street.  

Signs will be in place to assist bicyclists and pedestrians to navigate the temporary detours safely.
