Search Warrant Served in Connection to Narcotics Investigation; Five Suspects Arrested and Jailed on Multiple Charges

SUSPECT(S): Rafael Aranda, Jr., 39-year-old male of Lucerne Valley
Samuel Rodriguez, Sr., 36-year-old male of Victorville
Vincent Felipe Fernandez, 34-year-old-male of San Bernardino
Tammy Lynn Quinones, 51-year-old female of Apple Valley
Felipe Barajas, Jr., 44-year-old male of Apple Valley
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
Deputies with the Apple Valley Police Department received information regarding the sales of illegal narcotics at a residence in the 21500 block of Ottawa Road in the town of Apple Valley which led to obtaining a search warrant for the residence. On Saturday, January 11, 2025, at approximately 11:03 a.m., the search warrant was executed and five individuals at the residence were arrested. All five suspects were booked at High Desert Detention Center on various charges.
On Tuesday, January 14, 2025, San Bernardino District Attorney filed felony charges of HS 11378, Possession of a Controlled Substance for Sales, HS 11366, Operating or Maintaining a Drug House, and PC 30305(a)(1), Possession of Ammunition by a Prohibited Person against Felipe Barajas, Jr. After Barajas was booked into High Desert Detention Center, he posted bail and was released to appear in court at a later date.
Felony charges of HS 11395, Possession of a Controlled Substance with Two or More Priors were filed against both Vincent Felipe Fernandez and Rafael Aranda, Jr., both of whom remain in custody. Fernandez was also found to be on parole and a parole hold was issued, which keeps him in custody without the privilege of posting bail. Aranda remains in custody in lieu of $30,000 bail.
Misdemeanor charges of HS 11377(a), Possession of a Controlled Substance and HS 11364(a), Possession of Narcotic Paraphernalia were filed against Samuel Rodriguez, Sr. Rodriguez was also found to be on Post Release Community Supervision and a hold was issued for him. Rodriguez remains in custody without the privilege of posting bail at this time.
Tammy Lynn Quinones was charged with misdemeanor HS 11377(a), Possession of a Controlled Substance, and remains in custody in lieu of $30,000 bail.
