Upland Man Arrested for Theft from Two Local Businesses and Narcotics Possession

DATE/TIME: January 12, 2025 / 3:04 P.M. 

INCIDENT: PC 666.1(A)(1), Theft with Two Prior Convictions.
                   H&S 11395(b)(1), Possession of Narcotics/Paraphernalia with Two Prior Convictions

SUSPECT(S): Woodrow Bailey, Age 32, Resident of Upland

VICTIM(S): Target, CVS Pharmacy


SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On January 12, 2025, deputies from the Rancho Cucamonga Station responded to a theft at Target. Deputies contacted the suspect, later identified as Woodrow Bailey, outside of the store. Bailey was found to be in possession of several stolen items fromTarget, suspected methamphetamine, and an unopened bottle of an alcoholic beverage. During the investigation, deputies learned that Bailey stole the bottle of alcohol from the nearby CVS. Bailey had several prior convictions for theft and drug related offenses. 

Bailey was booked into the West Valley Detention Center for PC 666.1(A)(1) - Theft with two prior convictions and H&S 11359(b)(1) - Possession of Narcotics/Paraphernalia with two prior convictions.
