Narrative:
 
James Silver was arrested by detectives with the Ventura County Sheriff’s Office East County Sexual Assault Unit for suspicion of committing a lewd act.
 
On January 13th, 2025, a Sheriff’s patrol deputy was dispatched to a call for service at Newbury Park High School, located at 456 N. Reino Road, in Newbury Park.  School administrators generated the call for service following a report by a juvenile female student.  The student reported that an unidentified adult male suspect had been inside the girl’s locker room area and committed a lewd act in her presence.
 
An investigation was initiated by the Sheriff’s Office East County Sexual Assault Unit in conjunction with school administrators and various Sheriff’s Office investigative units listed above.  Sheriff’s investigators were able to identify the suspect, James Arthur Silver.  Silver was later located and arrested for a violation of PC 647(a) Lewd Conduct.  Silver was booked into the Sheriff’s East County Jail and later released.  Silver is awaiting arraignment in Ventura Superior Court on March 14, 2025.
