Traffic Stop Leads to the Arrest of Two Men for Possession of a Controlled Substance

INCIDENT: H&S 11377(A) Possession of a Controlled Substance, H&S 11395- Possession of a Hard Drug with Two Prior Convictions
LOCATION: Tamarisk Road/ Bear Valley Road, Victorville
SUSPECT(S): Robert Kramp, 33-year-old Transient of Victorville
Joe Salgado, 53-year-old Transient of Hesperia
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On Thursday, January 9, 2025, at approximately 1:56 a.m., deputies from the Victorville Sheriff’s station initiated a traffic stop on a 2007 white Dodge Charger for California Vehicle Code violations. After the deputy activated their emergency lights and sirens for the vehicle to yield, items were thrown out of the vehicle’s passenger side window. Three occupants inside the vehicle were contacted and detained pending further investigation. Deputies recovered a glass pipe as the item thrown out of the vehicle. Additionally, baggies of a controlled substance and drug paraphernalia were recovered from inside the vehicle.
Robert Kramp was arrested and booked at High Desert Detention Center in Adelanto, for H&S 11377(A) Possession of a Controlled Substance, and outstanding Misdemeanor Warrant.
Joe Salgado was arrested for H&S 11395- Possession of a Hard Drug for Offender with Two or more prior convictions.
