201-29: It shall be unlawful for any person or persons to park any motor vehicle or other vehicle on any public street in the Town of Boonton between the hours of 10:00 p.m. and 6:00 a.m., prevailing time, which during such period there shall be a covering of streets of at least three inches of snow as measured by the Shift Commander of the Boonton Police Department on the walkway in front of the flagpole at Town Hall on the Washington Street side. This parking prohibition shall remain in force during the eight-hour period following the cessation of such precipitation, except as defined below:
