Highland Deputies Arrest Two Women for Stealing from a Business on Baseline Street

INCIDENT: Petty Theft with Two Prior Convictions

LOCATION: 27300 Block of Baseline Street, Highland, California, 92346

SUSPECT 1: Andrea Wilson, 34-year-old Female, Resident of Victorville, California
SUSPECT 2:Latoya Collins, 39-year-old Female, Resident of Adelanto, California

VICTIM(S): State of California


SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled "The Homelessness, Drug Addiction and Theft Reduction Act." The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Monday, January 20, 2025, at 11:40 A.M., employees at a local business reported to Sheriff's Dispatch that two females stole numerous items from the business and fled the parking lot in a red Hyundai sedan. Deputies arrived at the business moments after the theft and obtained the Hyundai's license plate and a description of both suspects. The suspects were observed traveling west on Baseline Street and a traffic stop was conducted. The driver, Andrea Wilson, and passenger, Latoya Collins, were detained without incident, and the stolen merchandise was returned to the business.

A criminal records check revealed that Wilson and Collins had more than two convictions for theft-related crimes. As a result, Wilson and Collins were arrested for petty theft with two prior convictions and were booked at the Central Detention Center, each with a bail set at $30,000.00.
