Big Bear Deputies Arrest Man After Serving Search Warrant at His Fontana Residence

INCIDENT: Big Bear Deputies Arrest Subject in Fontana for Drug Possession With Intent to Sell 

LOCATION: 17800 Block of Owen Street, Fontana, CA.

SUSPECT(S): Armando Rios, 52-year-old Resident of Fontana

VICTIM(S): State of California


SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest in which Proposition 36 was applied:

On January 20, 2025, at approximately 11:28AM, deputies from the Big Bear Multiple Enforcement Team executed a search warrant at the residence of Armando Rios in connection with an ongoing investigation into the supply and sale of controlled substances in the Big Bear area. 

Deputies found approximately 10 ounces of methamphetamine and a digital scale used for the sale of controlled substances. Rios was arrested for possession of a controlled substance with intent to sell, and possession of a controlled substance with two prior drug-related convictions. Rios was booked into custody at the West Valley Detention Center. Rios is currently out of custody on bond and is scheduled to appear at the San Bernardino Superior Court on March 6, 2025.
