Driver Found to be Unlicensed and in Possession of a Controlled Substance During Traffic Stop

INCIDENT: HS 11395 - Treatment Mandated Felony, Possession of Controlled Substance with Two or more Prior Convictions.
LOCATION: Intersection of Central Avenue and 3rd Street, Highland, California
SUSPECT(S): Robert Harvey Treadway, 44-year-old male, resident of Highland, California
VICTIM(S): State of California
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On Saturday, January 25, 2025, at about 11:12 p.m., deputies from the Highland Police Station conducted a traffic stop on a blue 2000 BMW 540I. The driver, and sole occupant of the vehicle, was identified as Robert Harvey Treadway and was found to be unlicensed. Treadway was detained and deputies located a white crystaline substance that was consistent with methamphetamine in the vehicle.
A records check revealed Treadway had prior convictions for possession of controlled subtance and possession of a controlled substance for sale. Treadway was arrested for the above charge and booked at Central Detention Center.
