Deputies End Loma Linda Man's Crime Spree After Locating Him at a Local Business

INCIDENT: Attempted Carjacking, Attempted Robbery, Vandalism, and Petty Theft
LOCATION: 10500 Block of Mountain View Avenue, 10300 Block of Mountain View Avenue, 25700 Block of Barton Road, and 24700 Block of Redlands Boulevard
SUSPECT(S): Richard Burgan, 42 year-old resident of Loma Linda
VICTIM(S): Confidential #1: 19-year-old resident of San Bernardino
Confidential #2: 33-year-old resident of Loma Linda
SUMMARY: On January 24, 2025, at about 7:30 a.m., deputies responded to the Chevron gas station in the 10300 block of Mountain View Avenue for an attempted robbery. The suspect entered the business and attempted to steal the cash register but was unsuccessful. The suspect fled the location on foot.
On January 24, at about 9:30 a.m., deputies responded to the 25700 block of Barton Road for a petty theft report. The victim left their phone on the counter at the business and the suspect picked it up and walked out of the store.
On January 24, at about 10:00 a.m., deputies responded to the 10500 block of Mountain View Avenue for a vandalism call. The suspect broke the front windshield of the victim's vehicle. The suspect fled on foot from the location. Through investigation it was determined the same suspect, Richard Burgan was responsible for the three separate crimes.
On January 25, at about 11:41 a.m., deputies responded to an attempted carjacking in the 24700 block of Redlands Boulevard. The suspect assaulted the victim and fled on foot. Deputies located the suspect, Richard Burgan, at a nearby business where he was taken into custody.
Through investigation it was discovered Burgan was also a suspect in a strongarm robbery in the San Bernardino Police Department's jurisdiction. Burgan was arrested for PC 215-Carjacking, and the previous PC 664/211-Attempted Robbery, in the city of Loma Loma Linda, and PC 211-Robbery, in the city of San Bernardino.
