Riverside Man with Active Warrant for Drug Possession Found to be in Possession of Suspected Methamphetamine

INCIDENT: Possession of a Hard Drug Treatment Mandated Felony Arrest for Drug Possession with Priors
LOCATION: Cedar Avenue & 13th Street, Unincorporated Bloomington
SUSPECT: William Schoonover, a 53-year-old resident of Riverside
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On Monday, January 27, 2025, at about 12:07 P.M., Deputy Garcia-Perez stopped William Schoonover, a 53-year-old resident of Riverside, in Bloomington for unsafely operating a bicycle on a roadway. Schoonover was found to have a misdemeanor warrant for drug possession. A search incident to arrest revealed Schoonover possessed suspected methamphetamine.
A records check revealed Schoonover was a convicted felon with numerous convictions for possessing illegal narcotics. He was arrested and booked into the West Valley Detention Center for HS 11395(b)(1), Possession of a Hard Drug Treatment Mandated Felony Act, a felony in the State of California.
