Deputies Investigate Suspicious Persons Call and Arrest Three Men who were in Possession of Five Catalytic Converters

SUMMARY:
On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On January 30, 2025, at approximately 2:15 a.m., deputies responded to a suspicious person call on Wildflower Place, where a resident reported hearing grinding noises from a vehicle and saw a male suspect flee in a white car. Deputies located a matching vehicle, a white BMW, on Butterfield Ranch Road and conducted a traffic stop. The occupants, Rolando Neri Solis from Colton, Edwin Giovani Morales from Colton, and Ernesto Martinez Hernandez from Riverside, were detained. A search of the vehicle revealed five catalytic converters in the trunk and a Smith & Wesson .380 pistol with an obliterated serial number. All three suspects had prior theft-related criminal histories and were arrested and booked at West Valley Detention Center.
