* WHAT...Flooding caused by excessive rainfall on frozen soils is expected.
* WHERE...A portion of northeast Illinois, including the following counties, Cook, DuPage, Kane and Lake IL.
* WHEN...Until 100 PM CST.
* IMPACTS...Flooding may occur in poor drainage and urban areas. Standing water is also possible on non-paved surfaces due to frozen soils. Creeks and streams may rise out of their banks.
* ADDITIONAL DETAILS... - At 923 AM CST, Doppler radar and automated rain gauges indicated heavy rain. - Rainfall rates up to one half inch per hour combined with frozen soils will increase the risk of standing water. - Some locations that will experience flooding include...
