* WHAT...Flooding caused by excessive rainfall on frozen soils is expected.

* WHERE...A portion of northeast Illinois, including the following counties, Cook, DuPage, Kane and Lake IL.

* WHEN...Until 100 PM CST.

* IMPACTS...Flooding may occur in poor drainage and urban areas. Standing water is also possible on non-paved surfaces due to frozen soils. Creeks and streams may rise out of their banks.

* ADDITIONAL DETAILS... - At 923 AM CST, Doppler radar and automated rain gauges indicated heavy rain. - Rainfall rates up to one half inch per hour combined with frozen soils will increase the risk of standing water. - Some locations that will experience flooding include... Chicago, Aurora, Naperville, Elgin, Cicero, Arlington Heights, Evanston, Schaumburg, Bolingbrook, Palatine, Skokie, Des Plaines, Oak Lawn, Berwyn, Mount Prospect, Wheaton, Hoffman Estates, Oak Park, Downers Grove and Glenview. - http://www.weather.gov/safety/flood
