Deputies Conduct Traffic Stop and Discover a Stolen Vehicle and Drugs

INCIDENT: HS 11395(B)(1): POSESSION OF A CONTROLLED SUBSTANCE WITH PRIORS
CVC 1085(A): VEHICLE THEFT
WARRANTS

LOCATION: National Trails Highway/ Air Expressway Road, Victorville

SUSPECT #1: Efren Lopez, 40 years of age, resident of Bakersfield
SUSPECT #2: Joshua Dack, 38 years of age, resident of Helendale

SUMMARY: 
On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Friday, January 31, 2025, at 11:12am, Deputy C. Padilla stopped a Chevrolet truck towing a Ford F150 on National Trails Highway, near Air Expressway Road, in Victorville. A records check revealed the Ford F150 was a stolen vehicle. 

The subject in the driver’s seat of the stolen Ford F150, Joshua Dack, had an outstanding warrant for his arrest for robbery and was considered armed and dangerous. He was arrested without incident.

During a search of the Chevrolet truck, methamphetamine was located. The driver of the truck, Efren Lopez, was arrested without incident. 
Both suspects were booked at the High Desert Detention Center. Efren Lopez was arrested for possession of a controlled substance with priors. He is being held in lieu of $30,000.00 bail. Joshua Dack, who was on parole at the time of his arrest, was arrested for vehicle theft and warrants. He is being held without bail on a parole hold.
