INCIDENT: Possession of Meth for Sales/ Possesion of Stolen Property
LOCATION: 27000 Block of Waterman Street, Barstow, CA
SUSPECT 1: Denise Jaramillo, 53-years-old, Resident of Lenwood
SUSEPCT 2: Lawrence Zeiler, 37-years-old, Resident of Redlands

SUMMARY:
On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On February 6, 2025, deputies responded to the area near Ramirez Road and Old State Highway 58 and located a stolen red Honda Civic. The vehicle was stripped of various parts, making the vehicle inoperable. Through investigation, deputies determined the stolen vehicle was moved from a residence in the 27000 block of Waterman Street to the dirt area. Deputies served a search warrant at the residence and located shaved keys, 36 grams of methamphetamine, small bags, scales, and stolen wire sheathing from Frontier Communications. Two suspects, later identified as Denise Jaramillo and Lawrence Zeiler, were detained on the property.
During the service of the search warrant, a grey Honda Civic was located on the property and found to have its license plate swapped with another vehicle. A records check of the VIN showed that vehicle was also stolen.
Denise Jaramillo was found to be in possession of the methamphetamine for sales and possession of a stolen vehicle. Lawrence Zeiler was arrested for possession of stolen property and theft with two prior convictions. Both Jaramillo and Zeiler were arrested and booked in at the High Desert Detention Center.
