Three Arrests Made as a Result of an Extensive Investigation that Began with Check Fraud

SUMMARY: On November 5, 2024, California voters passed Proposition 36, "The Homelessness, Drug Addiction and Theft Reduction Act." The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction, and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies can apply during arrests when appropriate. These new charges can carry enhanced sentencing and prevent offenders from being cited and released before their court appearance. The following is an arrest where Proposition 36 is applied:
On January 14, 2025, Deputies from the San Bernadino County Sheriff's Fontana Station began an investigation for check fraud and mail theft. The victim had written a check and placed it in a Rosena Ranch community mailbox. Within days, they found the check was altered and cashed for a different amount and payee. Detectives from the Fontana Sheriff Station assisted with the investigation and, with information gathered from search warrants and networking with other local agencies, identified two suspects involved in the theft. Investigators learned David Herrera and Charles Alexander Ramsey were involved and are currently in jail at West Valley Detention Center on separate, unrelated charges.
On February 6. 2025, Detectives from the Sheriff's Fontana Station served a search warrant in the 19000 block of W. Cajon Blvd, in the County area of San Bernardino. During the search warrant service, investigators recovered hundreds of pieces of mail and personal identifying information. Daniel Joseph Westbrook attempted to flee while investigators were serving the search warrant and was detained without incident. Investigators learned the vehicle Westbrook arrived at the incident location in was stolen out of Las Vegas, Nevada, along with the trailer it was parked behind. The blue Tahoe matched the description of a vehicle seen in neighborhoods suspected of stealing mail and other personal property. Westbrook was also found in possession of suspected methamphetamine. Due to Westbrook's numerous convictions for drugs and theft, the Proposition 36 Penal and Health and Safety codes were applied.
Fontana Sheriff's Detectives believe Herrera and Westbrook may be responsible for other crimes in Rosena Ranch and surrounding areas.
