Man Flees from Deputy During Traffic Stop and is Arrested for Possession of a Controlled Substance

DATE/TIME: Sunday, February 9, 2025 / 2:39 am

INCIDENT: HS 11395 – Possession of a Controlled Substance with Prior Convictions

LOCATION: State Highway 18 & Rimrock Road, Apple Valley

SUSPECT(S):Alan Johns, 39-year-old male of Apple Valley


SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Sunday, February 9, 2025, Deputy C. Hubbard conducted a traffic stop for traffic violations on State Highway 18 and Rimrock Road in the Town of Apple Valley. During the stop a backseat passenger, Alan Johns, exited the vehicle and ran from the location. After a short foot pursuit, Johns was taken into custody without incident. 

Alan Johns was found to be in possession of a controlled substance and was arrested and booked into High Desert Detention Center for possession of a controlled substance with prior convictions. John's remains in custody in lieu of $30,000 bail and is also being held without bail on post release community supervision hold.
