City of Newark - Welcoming City Reaffirmation 
At the City Council meeting held on February 13, 2025, the Newark City Council adopted a resolution reaffirming Newark as a Welcoming City. The 2025 Welcoming City Resolution also affirmed the Newark Police Department's policy to not actively participate in the enforcement of federal immigration laws, which would undermine community trust and deter law-abiding individuals from reporting crimes or serving as witnesses to crimes.
Mayor Michael K. Hannon says: "The City of Newark's overarching priority is the safety and well-being of all community members, and as such, our Council has reaffirmed its commitment to serving and protecting everyone, regardless of immigration status."
The City of Newark has a rich history of inclusiveness. In 2007, the City proudly joined the National League of Cities Inclusive Communities Partnership Program, a testament to city leadership's enduring commitment to building an inclusive community.
In 2017, the Newark City Council took a significant step by adopting a Welcoming City Resolution. This resolution solidified the City's dedication to building an inclusive community that warmly welcomes immigrants and newcomers to participate in civic, cultural, and economic life.
The City of Newark commits to:

The Department's policy further states, "Confidence in this commitment will increase the effectiveness of this department in protecting and serving the entire community and recognizing the dignity of all persons, regardless of their national origin or immigration status."
Department staff believes that building and maintaining trust within our community to provide an atmosphere in which all community members feel safe, report crimes, and come forward as witnesses is crucial to the health and safety of all of Newark.
Newark Police Chief Jonathan Arguello says: "With the importance of this underpinning to public safety in mind, it is at the forefront of responsibilities for Department staff to serve all members of the public equally, fostering open dialogue and positive relationships, to ensure that all residents feel safe reporting crimes, seeking assistance, and engaging with officers." Chief Arguello further comments: "This philosophy has fostered an environment of respect and inclusivity where everyone has a voice, is valued, and is heard."
