* WHERE...Portions of northwest Iowa, southwest Minnesota, and southeast South Dakota.

* WHEN...For the Cold Weather Advisory, from 3 AM to noon CST Monday. For the Extreme Cold Watch, from late Monday night through Tuesday morning.

* IMPACTS...The dangerously cold wind chills as low as 40 below zero could cause frostbite on exposed skin in as little as 10 minutes.
