SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reformed multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 included several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 was applied:
On Thursday, February 13, 2025, a Hispanic male adult entered GNC at 13065 Peyton Drive in Chino Hills. The male stole multiple items from the business and fled. The Chino Hills Multiple Enforcement Team (MET) investigated and identified the suspect as Nathan Ortiz, a 48-year-old Pomona resident.
On Thursday, February 20, 2025, MET deputies contacted Ortiz in Pomona and arrested him. Due to Proposition 36, the suspect in this investigation was charged with felony shoplifting because of multiple previous theft-related convictions.
