* WHERE...In New York, Chemung, Schuyler, Seneca, Southern Cayuga,
  Steuben, Tioga, Tompkins, and Yates Counties. In Pennsylvania,
  Bradford County.

* WHEN...From 11 AM this morning to 4 AM EST Friday.

* IMPACTS...Gusty winds will blow around unsecured objects. Tree
  limbs could be blown down and a few power outages may result.
