Group of Suspects Who Stole Merchandise from Local Retailer are Apprehended and Arrested

SUSPECT(S): Salavador Torres, 52-year-old resident of Rialto
Larissa Leyva, 42-year-old resident of San Bernardino
Veronica Zavala, 41-year-old resident of San Bernardino
Valerie Leyva, 47-year-old resident of Jurupa Valley
VICTIM(S): Dollar General, State of California
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction, and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On March 2, 2025, at 9:42 p.m., deputies from the Yucaipa Sheriff's Station were dispatched to a theft in progress call at the 2000 block of Mentone Blvd in the unincorporated area of Mentone, reference a known shoplifter inside the location. As deputies arrived on scene, the suspect vehicle was seen trying to flee the location. During a subsequent traffic stop, deputies located narcotics and recovered over $400 worth of stolen property inside the vehicle. The investigation determined Valeria Leyva, Veronica Zavala, and Salvador Torres entered the location and walked out with over $400 worth of unpaid items. All of the stolen property was returned to the business.
The driver of the suspect vehicle, Salvador Torres, was arrested for PC 182(a) and H&S 11395(b)(1), and is being held at Central Detention Center on $30,000 bail. Valerie Leyva was arrested for PC 666.1(a)(1) and PC 182(a)(1), and is being held at West Valley Detention Center without bail. Veronica Zavala was arrested for PC 182(a)(1), and is being held at Central Detention Center on $30,000 bail. Larissa Leyva, who was with the other suspects, was arrested for H&S 11395(b)(1) and released on scene.
