Deputy Arrests Repeat Offender in Possession of Suspected Methamphetamine

DATE/TIME: March 10, 2025 / 1:31 P.M.

INCIDENT: H&S 11395 - Possession of a Controlled Substance With Two Prior Convictions 

LOCATION: Lake Dr / Rose Hill Dr, Crestline

SUSPECT(S): Johnny Lee Marts, a 40-year-old resident of Crestline

VICTIM(S): The State of California


SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Monday, March 10, 2025, at approximately 1:31 p.m., Deputy Christian Ayala conducted a pedestrian check on a white male adult, identified as Johnny Lee Marts, in the area of Lake Dr. and Rose Hill Dr., in the unincorporated area of Crestline. During the contact, Deputy Ayala located a plastic bag containing suspected methamphetamine in Marts' possession.

A records check revealed Marts had several prior arrests for possession of dangerous drugs and more than two prior convictions for possession of dangerous drugs. Due to the recent enactment of Proposition 36, Deputy Ayala arrested Marts for H&S 11395 and transported him to the Central Detention Center, where he was booked for felony possession of a controlled substance with two prior convictions.
