Detective Billie Brown with the McDowell County Sheriff’s Office charged Michael Phillips, 65, of Marion with felony Indecent Liberties with a Child. He was given a secured bond of $100,000.
On February 20, Detective Brown took a report of possible sexual abuse.
Upon investigation, it was determined that Phillips had made inappropriate contact with the victim and charges were filed. He was arrested on February 27.
