Proactive Response: Tactical Training for Law Enforcement

                The Janesville Police Department is committed to providing active threat training to our officers and surrounding agencies.  This is done cooperatively with other agencies inside of Rock County including the Rock County Sheriff’s Office, Beloit Police Department, Edgerton Police Department, Evansville Police Department, Milton Police Department, Town of Beloit Police Department, and Clinton Police Department.  All the agencies understand the importance of being able to work together to rapidly end any type of active threat incident.
                In February, all of the Janesville Police Department completed a 4-hour training for Tactical Emergency Casualty Care (TECC).  This training is designed to give officers the skills to provide initial medical treatment to victims until Paramedics can arrive.  These skills include; stopping the bleeding, airway preservation, respirations, shock, hypothermia, and a variety of other conditions.  The training provided has already been proven invaluable due to its use in a various incidents in the City of Janesville including vehicle crashes and disturbances.
                In March, the Janesville Police Department with the assistance of the Rock County Sheriff's Office, multiple ALERRT (Advance Law Enforcement Rapid Response Training) classes were hosted in Janesville.  ALERRT has become the national standard for active threat response that allows for Law Enforcement from multiple agencies to work together as a team.  ALERRT is constantly evaluating trends, behaviors, and tactics to develop the most up-to-date training.  The classes covered response procedures, entering the crisis location, hallway movements, room entry tactics, medical treatment, incident command, and decision-making strategies. 
                From March 3rd through March 7th, 27 law enforcement officers from all over the state participated in the instructor-level course.  There were 18 participants from Rock County agencies to include Janesville Police Department, Rock County Sheriff’s Office, Beloit Police Department, and Evansville Police Department.  Additional students came from around the state as well as the FBI.  This course is 40 hours and requires participants to complete the 2-day class first.  Participants then continue for the next 3 days and are assigned teaching blocks that are graded to ensure instruction content requirements are met.  Participants then are assigned scenarios that they must learn, set up, and facilitate while being graded.
                The following week two additional ALERRT classes were hosted.  Law enforcement from the Janesville Police Department, Rock County Sheriff’s Office, Beloit Police Department, Milton Police Department, Edgerton Police Department, and other agencies from the Midwest participated.  Additionally, Officers who attended the instructor course the week prior were able to help teach the course content.
                During the week of spring break, we will continue to work with our neighboring agencies to continue training.  Janesville Police Department will be conducting active threat training at Craig High School.  This will be with the assistance of Rock County Sheriff’s Office and Beloit Police Department, and open to all law enforcement agencies in Rock County.  Additionally, Janesville Police and Janesville Fire Department will be completing Rescue Task Force training which is designed to rapidly get paramedics and EMTs to victims to allow for quick treatment, evacuation, and transport to hospitals.
                The Janesville Police Department is proud to work with all the agencies within Rock County.  This requires a significant commitment from all agencies and is very time-consuming.  These training days build trust between agencies and the community.
