Yucca Valley Man and Woman Arrested when One is Found in Possession of Narcotics and the Other with Active Warrant

DATE/TIME: Tuesday, March 18, 2025 / 2:24 P.M.

INCIDENT: HS 11395(b)(1) - Possession of a Controlled Substance with Two Prior Convictions  
Warrant

LOCATION: Balsa Avenue and Maki Avenue, Town of Yucca Valley

SUSPECT(S): Richard James Dyer, 68-year-old male, resident of Yucca Valley
Eleanora Jean Woods, 43-year-old female, resident of Yucca Valley

VICTIM(S): People of the State of California


SUMMARY: On November 5, 2024, California voters overwhelmingly passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.”  Proposition 36 took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for the increase in homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to enforce during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 was applied:

On Tuesday, March 18, 2025, Deputies Sean Yost, Adam Renteria, and Huston McFarland conducted proactive patrol in the area of Balsa Avenue and Maki Avenue in the town of Yucca Valley. Once deputies arrived in the area, they contacted Richard James Dyer and Eleanora Jean Woods, who were loitering in the area. Deputies determined Woods had an active misdemeanor warrant for her arrest and detained her. During the deputies’ contact with Dyer, he was found to be in possession of suspected methamphetamine and drug paraphernalia.  Deputies determined Dyer had several prior convictions for possession of controlled substance, which relates to Proposition 36 and violates Health and Safety Code 11395. 

Woods was arrested for her warrant and Dyer was arrested and booked at Morongo Basin Jail in accordance with HS 11395(b)(1) (Proposition 36). Bail was set at $30,000.00
