Crestline Man Arrested for Possession of Suspected Methamphetamine has History of Drug Possession Convictions

DATE/TIME: March 23, 2025 / 2:09 p.m.

INCIDENT: H.S. 11395 Possession of Drugs with Priors 

LOCATION: Wildwood Lane/Shady Lane, Crestline

SUSPECT(S): Howard Shelton, 56-year-old Resident of Crestline

VICTIM(S): State of California


SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied: 

On March 23, 2025, at approximately 2:09 p.m., deputies contacted Howard Shelton. Upon initial contact, Shelton attempted to discard a clear plastic bag, containing suspected methamphetamine, by throwing it into the bushes.

Shelton was detained and the bag was recovered. It was discovered the bag contained approximately 14 grams of a white crystalline substance, suspected to be methamphetamine.

A records check confirmed Shelton has multiple previous drug convictions including HS 11377-possession of a controlled substance. Shelton was arrested, transported, and booked at the Central Detention Center for HS 11395, Possession of Controlled Substance with Priors.
