The Wilmington Police Department is announcing promotions made within our agency over the past several weeks following several retirements.
 
Captain Andrea Janvier has been promoted to the rank of Major, and has been assigned to serve as the Major of Investigative Operations. This includes oversight of investigative and support divisions, as well as our Human Resources Division. Major Janvier was previously promoted to the rank of Captain in 2023, and was assigned previously as commanding officer of the Human Resources Division.
 
Major Anthony Bowers, who previously served as the Major of Investigative Operations, now serves as the Major of Uniformed Operations – with oversight of our Uniformed Services Division and Special Operations Division.
 
Lieutenant Arthur Gliem has been promoted to the rank of Captain, and has been assigned to the Uniformed Services Division with oversight of operations in Sector 3, which encompasses communities west of I-95.
 
Captain Matthew Rosaio, who previously served in this role, now serves as the commanding officer of the Human Resources Division.
 
Additionally, Sergeant Steven Barnes has been promoted to the rank of Lieutenant; Master Corporal James Tobin has been promoted to the rank of Sergeant; and Master Corporal Brianna Rodrigues has been promoted to the rank of Sergeant.
