The Borough of Highland Park is proud to launch the final phase of our Lead Service Line Inventory—the Test Pit Program—a crucial initiative to identify and replace outdated water service lines. This marks the culmination of work that began in 2022, reaffirming our commitment to providing residents with a safe and reliable water supply.
Using hydro excavation, crews will gently and precisely expose underground service lines at the curb, allowing us to confirm the materials used without disrupting the surrounding infrastructure. This process will help us assess the material of approximately 1,000 water service lines throughout the Borough, starting with Graham Street before expanding town-wide. The Borough will use this data to update its water service line inventory, which will form the basis for the required lead service line replacement plan. As the project moves forward, residents can expect:
- Residents will receive a notice from Conquest Construction at least 48 hours in advance of any work. You may notice blue and yellow paint markings and flags on or near properties. These mark-outs are required before excavation and include contact information for any questions.
- Work hours: Monday–Friday, 8:00 AM to 4:30 PM
- Each excavation typically takes 30 minutes, and the disturbed area will be restored afterward.
