Bicyclist in Rancho Cucamonga Arrested for Possession of Narcotics


DATE/TIME: March 27, 2025 / 11:54 P.M.

INCIDENT: H&S 11395(b)- Treatment-Mandated Felony Act 

LOCATION: Foothill Blvd / Hellman Ave, Rancho Cucamonga

SUSPECT(S): Bobby Holt, Age 42, Resident of Chino Hills


SUMMARY:

On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Thursday, March 27, 2025, at approximately 11:54 P.M., while on proactive patrol, Deputy C. Reyes stopped bicyclist Bobby Holt for violations of the vehicle code. During a search, Holt was found in possession of suspected methamphetamine and drug paraphernalia. Holt had prior narcotics convictions which qualified him for arrest under Proposition 36.  Holt was arrested and booked into the West Valley Detention Center for H&S 11395, Possession of Narcotics with Two Prior Convictions.
