Man and Woman Steal Puppy After Engaging Owners in Conversation; Suspects Arrested and Booked for Grand Theft

DATE/TIME: March 30, 2025 / 3:42 p.m.

INCIDENT: Grand Theft - Dog

LOCATION: Valley Boulevard / Alder Avenue in the city of Bloomington

VICTIM: Adult Female and Child

SUSPECT: Milagro De Las Mercedez, a 21-year-old resident of San Bernardino
Elian Perez, an 18-year-old resident of San Bernardino

SUMMARY: Deputy Garcia-Perez responded to a call for service in which the victim and her child had her Doberman Pinscher puppy, “Blue,” stolen. The victim stated two suspects, one female and one male, approached her and asked questions about Blue. They had an engaging conversation about dogs and the care of dogs. During the conversation, the female suspect, later identified as Milagro De Las Mercedez, asked to hold Blue. The victim allowed her to hold Blue while the trio continued their conversation. The male suspect, later identified as Elian Perez, asked the victim for information and she reached into her vehicle to get a card for them. When she looked back up, both suspects were running away with Blue. They entered an awaiting vehicle and sped away.

Deputy Garcia-Perez investigated the theft and generated potential leads indicating the female suspect may be De Las Mercedez. The victim positively identified De Las Mercedez as one of the suspects who stole Blue. Deputy Garcia-Perez authored an arrest warrant for De Las Mercedez. Deputies from the Fontana Station went to De Las Mercedez’s residence and located both suspects, along with Blue. Both suspects were arrested and booked into West Valley Detention Center, and Blue was returned to his rightful owner.
