Sex Offender Registrant Compliance Operation Results in Two Arrests

On Friday April 4th, 2025, the Rohnert Park Department of Public Safety (RPDPS) conducted a sex offender compliance operation within the City of Rohnert Park. RPDPS collaborated with the Sonoma County Probation Department and California Department of Corrections and Rehabilitation Parole to ensure that registered sex offenders living within the City of Rohnert Park were in compliance with their formal supervision terms and sex offender registration requirements. RPDPS, Probation, and Parole attempted to check the compliance of approximately 30 registered sex offenders. This operation resulted in the arrest of the following:
-Enzo Rafelly Oliva (20) was arrested by RPDPS for a violation of California Penal Code Section 664/311.3(a) – Attempted sexual exploitation of a child by attempting to exchange child pornography, and a violation of his probation (Case # 25-0921).
-Paul Michael Giro (45) was arrested by Sonoma County Probation for a violation of his probation.
A third sex offender is being investigated by the Sonoma County Probation Department for a violation of their Post Release Community Supervision (PRCS).
RPDPS currently has a 100% registration compliance rate of registered sex offenders in our community. RPPDS would like to thank Sonoma County Probation and CDCR Parole for their collaboration and assistance on this operation. As a result of diligence and collaboration of these agencies, we are able to hold these offenders accountable when they are not abiding by their terms and conditions set forth by their formal supervision and registration requirements.
