Traffic Stop Leads to Discovery of Drug Paraphernalia and Suspected Narcotics; Driver Arrested

DATE/TIME: April 13, 2025, 2:40 p.m.

INCIDENT: Highland Man Arrested for Drug Possession with Prior Convictions

LOCATION: 41200 Block of Big Bear Blvd., Big Bear Lake, California

SUSPECT(S): Robert Treadway, 44-year-old resident of Highland

VICTIM(S): State of California


SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is arrest made in which Proposition 36 was applied:

    On April 13, 2025, at approximately 2:40 p.m., deputies conducted a traffic stop at the 41200 block of Big Bear Boulevard. Deputies contacted the driver, 44-year-old Robert Treadway of Highland, and discovered he was driving without a valid driver's license. Deputies conducted an inventory search of the vehicle before it was towed and found drug paraphernalia, a scale, and a clear plastic baggie with a white crystalline substance consistant with methamphetamine.

After reviewing Treadway's criminal history, deputies discovered that he had two prior convictions for drug-related offenses. Treadway was arrested for possession of narcotics with two prior convictions and booked into custody at the Big Bear Jail. Treadway was held on $30,000 bail at the West Valley Detention Center. He was arraigned in the San Bernardino Superior Court on April 16, 2025 and was released from custody following the hearing. The next court hearing on this matter is still pending at this time.
