Deputies Arrest Woman During Traffic Stop after Finding Her in Possession of Methamphetamine


DATE/TIME: April 25, 2025 / 6:53 P.M.

INCIDENT: H&S 11395(b)- Treatment-Mandated Felony Act 

LOCATION: Vineyard Avenue / Eighth Street, Rancho Cucamonga

SUSPECT(S): Nicole Finocchio, Age 40, Resident of West Covina


SUMMARY:
On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Friday, April 25, 2025, at approximately 6:53 P.M., Rancho Cucamonga deputies conducted a traffic stop on a 1998 Toyota sedan for vehicle code violations. During a search, deputies found the sole occupant of the vehicle, Nicole Finocchio, in possession of suspected methamphetamine. Finocchio had several prior convictions for possession of methamphetamine, under the influence of methamphetamine and for transportation of narcotics for sale. 

Finocchio was arrested and booked into the West Valley Detention Center for H&S 11395(b)- Possession of Narcotics with Two Prior Convictions.
