During the early weeks of March 2025, detectives assigned to the Camarillo Special Enforcement Unit (SEU) began investigating a suspect, believed to be involved in the illicit sales of cocaine in violation of California Health and Safety Code Section 11351 – [ Possession of a Controlled Substance for Sales]. The suspect was identified as, City of Oxnard resident, Richard Edward Linares (hereinafter, referred to as Linares).
Throughout the investigation it was confirmed Linares was actively selling illicit controlled substances to residents of Ventura County. Based on this information, SEU Detectives developed probable cause to arrest Linares for a violation of HS 11351. On 04/28/2025, SEU Detectives obtained a search warrant, signed by a Magistrate of the Ventura County Superior Court for Linares’ person, residence, vehicles and property.
On 04/29/2025, Linares was contacted in the City of Oxnard and subsequently arrested by Camarillo Directed Enforcement Unit (DEU) and SEU Detectives for the aforementioned California Health and Safety Code violation.
A short time later, detectives with SEU, DEU, the Camarillo Investigations Bureau, and the Sheriff’s K-9 Unit, served the search warrant at Linares’ residence in the 1400 Block of Cedar Street in the City of Oxnard.
During the service of the search warrant detectives located and seized over eight ounces (236 grams) of cocaine, over one ounce (35 grams) of methamphetamine, psilocybin mushrooms, Adderall pills, and other un-identified substances. Additionally, detectives located a significant amount of packaging material consistent with the illicit sales of narcotics. Lastly, detectives located over $74,000 of United States Currency which is believed to be the direct proceeds of narcotics sales.
Linares was additionally arrested for a violation of California Health and Safety Code 11378 – [ Possession of a Controlled Substance for Sales]. Linares was booked at the Ventura County Pre-Trial Detention Facility for the aforementioned charges. Linares remains in custody awaiting trial.
On 05/01/2025, the Ventura County District Attorney’s Office (VCDA), elected to file one count of HS 11351 and one count of HS 11378, in addition the VCDA’s Office filed additional enhancements for the large quantity of illicit controlled substances seized.
