On 12/27/24, at approximately 1130 hours, an elderly victim was attempting to withdraw money from an ATM at Bank of America in Moorpark. An adult male approached the victim and attempted to “help” him with his withdrawal by showing him the “tap” feature on the ATM rather than inserting the ATM card into the machine. Unbeknownst to the victim, the suspect used this opportunity to swap the victim’s ATM card with another ATM card. During the incident, a second male suspect is seen on video surveillance watching the victim enter his PIN at the ATM.
With the victim’s ATM card and the knowledge of the victim’s PIN, the two male suspects and a third female suspect used the victim’s ATM card to make multiple withdrawals at various ATMs throughout Southern California for a total loss of $3800.

Using law enforcement databases and various investigative techniques, detectives with the Moorpark Investigative Unit were able to identify the three suspects as Pedro Quispe, Dawis Escribano and Estefani Falla. Based upon the investigation, the Ventura County District Attorney’s Office filed felony arrest warrants for all three suspects.
On 4/19/25, the three suspects were driving through Garfield County, Colorado, and were stopped for an unrelated traffic violation. Deputies with the Garfield County Sheriff’s Office were notified of the felony warrants for the suspects and arrested them.

Since the arrest, detectives have identified at least 11 cases of one or all three of these suspects committing the same crime throughout multiple jurisdictions within Southern California.
Additionally, all three suspects have been identified as committing over 14 of these same crimes in the New York area since December 2023.

All three suspects were extradited to Ventura County and await arraignment on $150,000 bail.

The Moorpark Police Department is encouraging the public to remain vigilant while conducting transactions at ATMs and immediately report any suspicious behavior.
