INCIDENT: Former La Canada Assistant City Manager Carl Alameda - Felony Filing

UNIT: Los Angeles County Sheriff’s Department Fraud and Cyber Crimes Bureau – Sergeant Frank Diana

In 2022, Detectives from the Los Angeles County Sheriff’s Department Fraud & Cyber Crimes Bureau, began investigating the former La Canada City assistant city manager, Carl Alameda for fraud.

During a two-year investigation, detectives found Mr. Alameda is alleged to have used his position at the city to embezzle approximately $200,000.00 by sending demand letters to various insurance companies using La Canada Flintridge City letterhead. Mr. Alameda submitted fraudulent claims to various insurance companies for damage to city property which was allegedly caused by car accidents. Once the insurance company sent payment to the city of La Canada Flintridge, “Attention Carl Alameda,” Mr. Alameda would deposit the fraudulently obtained money into his personal bank account.

After a thorough investigation, Los Angeles County Sheriff’s Detectives presented their findings to the Los Angeles County District Attorney for filing. The District Attorney recently filed 23 felony counts of insurance fraud, 550(a)(1) P.C., and 11 felony counts of embezzlement… of public funds 541P.C. 

Detective Division Commander Richard Ruiz, who oversees the Fraud and Cyber Crimes Bureau, stated, “The Sheriff’s Department will not tolerate the abuse of public trust or the exploitation of government resources for personal gain.  Thanks to the thorough and dedicated work of our Fraud and Cyber Crimes Bureau detectives, justice will be pursued to the fullest extent of the law.”

Mr. Alameda appeared in court for arraignment on May 15, 2025.
