Felony OWI Arrest 
On May 18, 2025, at 1:30am, a Middleton Police officer was driving on University Avenue and observed a vehicle traveling with a defective brake light and evasive driving behavior. The officer initiated a traffic stop in the 6200 block of University Avenue in the city of Middleton.
The officer identified the driver and sole occupant of the vehicle as Samual Rolfer, 35-year-old from Middleton. The officer noticed an odor of intoxicants and that Rolfer had bloodshot eyes. Rolfer admitted to drinking prior to driving. The officer ran a record check and found he has three prior OWI convictions along with a prohibited alcohol restriction of 0.02 and a revoked driver’s license.
After conducting field sobriety testing, Rolfer was arrested for Operating While Intoxicated (OWI). This is his 4th OWI arrest, and would be a felony if convicted. Rolfer was booked into Dane County Jail on the tentative 4th OWI charge.
