Narrative:
 
On May 21, 2025, the Ventura County Fentanyl and Overdose Crimes Units (VC FOCUS), with the assistance of the Camarillo and Thousand Oaks Directed Enforcement Units, concluded a narcotic sales and overdose investigation with the arrest of Edgar Nabte and a male juvenile subject.  Nabte and the male juvenile subject were arrested for operating a drug delivery service that sold narcotics, marijuana, and nicotine vape devices to juveniles throughout Ventura County.  
During the months of April and May of 2025, detectives from the VC FOCUS team became aware of a drug delivery service that primarily targeted juveniles attending schools throughout Ventura County. The drug delivery service sold psilocybin mushrooms, marijuana, and nicotine to juveniles. One of the juveniles was hospitalized after consuming psilocybin mushrooms sold from the delivery service.
 
During the investigation, detectives determined Edgar Nabte, and a juvenile male were selling illegal drugs, marijuana, and nicotine vape devices to students using a variety of social media and messaging platforms.
 
On May 21, 2025, a team consisting of detectives from VC FOCUS, Thousand Oaks DEU, and Camarillo DEU served a search warrant in the 2600 Block of Antonio Drive in Camarillo and the 2300 Block of Los Feliz Drive in Thousand Oaks.  During the search warrant service, Edgar Nabte was arrested.  The male juvenile was not contacted or located during the search warrant service.  On May 23, 2025, the male juvenile was located and arrested in the city of Thousand Oaks.
 
Approximately 47 marijuana vape devices, 62 nicotine vape devices, 18 containers of pre-rolled marijuana cigarettes, and a large volume of loose marijuana was seized. Additionally, over $5,000 in various denominations of US currency was seized due to being determined to be gains from illicit drug sales.
 
Edgar Nabte was booked in the Ventura County Jail for the following charges: HS 11353(c)/Sale of a Controlled Substance to a Minor, HS 11379(a)/Possession of a Controlled Substance for Sale, and PC 182(a)(1)/Conspiracy to Commit a Crime. Nabte’s bail was set at $50,000.  The Ventura County District Attorney’s Office later filed these charges.
 
The male juvenile was arrested for the following charges: HS 11379(a)/Possession of a Controlled Substance for Sale, PC 182(a)(1)/Conspiracy to Commit a Crime, and VC 12500(a)/Driving a Motor Vehicle Without a License.
 
VC FOCUS is a task force made up of Ventura County regional law enforcement agencies including the Ventura County Sheriff’s Office, Simi Valley Police Department, Oxnard Police Department, Ventura County District Attorney’s Office, California Highway Patrol, as well as federal law enforcement partners. The primary mission of this partnership is to combat fentanyl related crimes and opioid overdoses by targeting the supply chain of individuals and criminal organizations responsible for the sales of these drugs into Ventura County. In addition, the task force works to identify new trends of abuse among the younger population and educate the community at large on the lethal danger of this epidemic.
 
VC FOCUS has partnered with Ventura County Behavioral Health as an active member of the County Overdose Awareness & Solutions Team (COAST) in a campaign to reduce overdoses and educate the public about the dangers of opioids and other drugs.
