Narrative:
Four members of a drug trafficking organization responsible for the importation and distribution of bulk quantities of methamphetamine in Ventura County were arrested.  

After a monthlong investigation, detectives identified Carlos Mendoza, Jonathan Ramos and Hector Abram as Los Angeles based co-conspirators responsible for coordinating the delivery and distribution of methamphetamine in Ventura County. Jose Mondragon was identified as an Oxnard resident, responsible for the dissemination of methamphetamine to street level drug traffickers and users.  

On May 27, 2025, narcotics detectives detained Mendoza and Abram pursuant to a search warrant in the City of Camarillo.  A search of Mendoza’s vehicle yielded approximately 50 pounds of methamphetamine.  A search warrant was executed at Mendoza’s residence, located in the 1300 block of 103rd Street, City of Los Angeles.  As a result of the search, detectives located an additional 5 pounds of methamphetamine, a rifle, ammunition, and evidence to support drug sales.  Mendoza and Abram were arrested and booked into the Ventura County Pre-Trial Detention Facility for violation of HS 11378- Possession for Sales of a Controlled Substance, HS 11379(a)- Transportation of A Controlled Substance and PC 182(a)(1)-Conspiracy to Commit a Crime.  Follow-up is being conducted on the located rifle and ammunition to link it to a suspect forensically. 

On May 28, 2025, narcotics detectives detained Ramos and Mondragon in the City of Oxnard.  Mondragon was in possession of approximately 5 pounds of methamphetamine.  A search of Mondragon’s residence, located in the 1300 block of Glennwood Drive, City of Oxnard, was conducted.  As a result, three firearms, ammunition and additional evidence to support drug sales were seized. Mondragon was booked into the Ventura County Pre-Trial Detention Facility for violation of HS 11378- Possession of A Controlled Substance for Sales and violation of HS11370.1(a)- Possession of A Controlled Substance with a Firearm.  Ramos was arrested and booked for violation of HS 11378- Possession of A Controlled Substance for Sales, HS 11379(a)- Sales of A Controlled Substance and PC 182(a)(1)- Conspiracy to Commit a Crime.

On June 3, 2025, the Ventura County District Attorney’s Office filed a criminal complaint on Mondragon, Ramos, Mendoza and Abram.  Their next court date is scheduled for June 11, 2025, in Ventura County Superior Court. 

The Ventura County Combined Agency Team is comprised of investigators from both local and federal law enforcement agencies.  VCAT adheres to a multijurisdictional collaborative approach to reduce the impact of illicit drugs in Ventura County.  VCAT focuses on major and mid-level drug offenders and their organizations that operate and or conduct their illegal business ventures in Ventura County and whose illegal activities negatively impact the residents of our county
